What's the difference between European charger and American regulation charger?

The main features of the two are as follows:
1. European regulatory charger
(1) the required voltage is low voltage, that is, the voltage is 110 ~ 230V;
(2) the demand for the charger is safe;
(3) there are two plugs for Euro gauge charger, one is high pin round plug and the other is round pin without high pin.
(4) the countries used by the European regulatory charger are Germany, France, Holland, Denmark, Finland, Norway, Poland, Portugal, Austria, Belgium, Hungary, Spain, Sweden and other EU countries.
2. The chargers of the American regulations,
(1) the voltage is required to be 110 to 130V in low voltage;
(2) the demand for the charger is safe;
(3) the plug of the American charger is a flat pin plug, and there is a circular hole on each flat pin.
(4) European regulation chargers are used by the United States, Canada, Japan, Brazil, Philippines, Thailand and other countries and Taiwan.
